Assessment Processes Moving Ahead For Irving

J.D. Irving Limited has progressed to the next stage in an environmental assessment process for a biomass-fired generating facility, while its Irving Oil Limited division has gained air quality operating approval for its refinery in New Brunswick.

J.D. Irving has proposed constructing and operating a biomass-fired cogeneration facility its former shipbuilding site in Saint John and the New Brunswick government is now seeking public input by Sept. 16 on the draft guidelines for a comprehensive environmental assessment.

The generating facility would include: a biomass-fired boiler; biomass receiving and handling equipment; emissions control equipment; turbine; and a generator.

Draft guidelines identify issues that the proponent or sponsor of the project must examine through completion of an EIA study and subsequent preparation of a report, which is then submitted to the Department of the Environment and Local Government (DELG) for review.

The Irving Oil refinery in Saint John will have its air quality approval licence renewed by the DELG on Oct. 1.

Following a 120-day public review, the renewal of the licence for a four-year period allows Irving Oil to address identified issues and gather an operating history for the upgraded facility, the DELG determined.
